The July 2019 issue highlights three new books stemming from graduates' DBA theses, recently published by EMS editions, bringing the total to nineteen titles released in the Business Science Institute collection since 2015. The first, by Dr Abdourahmane Ba of the third Geneva cohort, is devoted to development programme monitoring and evaluation system effectiveness. The book contributes to building a knowledge base on the effectiveness of monitoring and evaluation systems in development management, with a primary focus on clarifying which rigorous frameworks can be applied to understand and meaningfully measure that effectiveness. It aims to translate the outcomes of the author's doctoral research into an actionable contribution for development managers and monitoring and evaluation experts seeking better ways to manage their systems, leading to improved decision-making and measured risk-taking in development policies and programmes, and ultimately to greater freedom and welfare for people, mainly in Africa. The book examines how the effectiveness of such systems influences the dynamic capabilities of development organisations, presents the challenges involved, examines the gaps and limits in assessing them and proposes ways to measure them rigorously. The issue also presents new faculty members, a zoom, the interview of the month, the agenda, admissions, photo highlights and videos. The issue follows the familiar structure of the monthly letter: the president's foreword, programme news, campus life and contributions from the community.
